Bill 10, Employment Pension Plans Act, passes with Third Reading
November 27, 2012
On November 20, 2012, Bill 10: Employment Pension Plans Act passed Third Reading in the legislature. Although the new Act has passed, it will not come into force until proclamation of the legislation, which will follow the drafting, approval and release of a new Employment Pension Plans Regulation (the new Regulation) which is presently under development.
We have prepared EPPA Update 12-02: Key Differences – Employment Pension Plans Act Pension Plans Act, 2012, which is designed to provide stakeholders with a summary of key differences that exist between the new Act, and the previous Employment Pension Plans Act (Chapter E-8, RSA 2000). In addition to new provisions and policy changes, which are detailed in this Update, many sections of the legislation have been rewritten to make the new Act more readable and to clarify legislative requirements.

The two worksheets, one sorted by Census Year, and the other sorted by Calendar Year, will be updated every quarter.

Each month, the Alberta government issues 520,000 payments and collects over 65,000 payments from Albertans. Whether it is issuing or collecting payments, the Alberta government works to ensure payments are secure – to protect Albertans, financial institutions and the government.
Payments made to the Government of Alberta include cheques, cash, money orders, bank drafts, credit cards, debit cards, wire transfers and electronic funds transfers (EFT). Payments issued by the Government of Alberta include cheque, direct deposit, wire payments, and bank drafts in foreign currencies, etc.

The Employment Pension Plans Regulation has been amended to provide temporary funding relief to certain defined benefit plans, in response to declining and historically low solvency discount rates. EPPA Update 12-01 has been developed to assist plan sponsors and service providers in understanding the requirements of the Superintendent’s office to obtain funding relief.

Budget 2012 approved
March 20, 2012
The Alberta government’s proposed budget was approved by the Alberta Legislature on Tuesday, March 20, meaning government can now move ahead with delivering on the commitments made in Budget 2012.
Budget 2012 includes no new taxes and no tax increases, now or over the three-year budget forecast period, and positions the province to have a surplus by 2013-14.
75% of the budget is being invested in people through core programs that provide Albertans with better access to health care services, help our growing seniors population, ensure a better quality of life for the vulnerable and continue to build the best education system in Canada.
Key budget highlights:
- A $400 per month increase in the maximum monthly living allowance for 46,000 Albertans who use the Assured Income for the Severely Handicapped (AISH) program.
- Improved access to primary health care and mental health services, including the introduction of Family Care Clinics to provide Albertans a variety of health services under one roof.
- The continuation of 76 school projects in various stages of completion and the opening of 14 new k-12 schools this year, meaning 10,000 more children will be able to go to school in their own neighbourhood.
- Three-year predictable funding for school boards, post‑secondary institutions and municipalities to allow greater stability and improved planning.
- Funding to help deliver a comprehensive environmental monitoring program in the oil sands region, to assure Albertans we are developing our resources responsibly.
- Continued building of important infrastructure like schools, hospitals and highways.

You are encouraged to click on one of these links rather than doing an Internet search for “missing money” as you may then arrive at a site that charges a service fee.

Alberta to adopt federal tobacco stamping regime

Alberta will be adopting the federal tobacco stamping regime. The Tobacco Tax Amendment Regulation was approved by the Lieutenant Governor in Council on December 15, 2011 and comes into effect on April 1, 2012.
