Health Cost Recovery Overview

The Hospitals Act was amended effective August 1, 1996 to include a provision to recover from third party liability insurers the Crown's cost of health services provided to victims of automobile accidents. Tax and Revenue Administration (TRA), Alberta Treasury Board and Finance, is responsible for this recovery of automobile-accident-related health costs from insurers, under the Health Cost Recovery program. Automobile insurers must remit to TRA an amount for each calendar year representing their proportionate share of the total estimated Crown cost of those health services.

Health Cost Recovery Report and Remittance

TRA no longer mails the Health Cost Recovery Report to automobile insurers. The insurer is responsible to obtain the report from our website (see form AT252) or by contacting our office.

When submitting the report, you must also provide a copy of one of the following documents from the fourth quarter return submitted to the Superintendent of Insurance: P&C page 67.10 or 93.30.

The report and remittance must be received by TRA on or before March 15th of the year following the calendar year. Automobile insurers will be charged penalties if they file reports late and interest on late remittances.
